Not really. Synthetic cannabinoid agonists like those found in herbal incense have been illegal in the UK since December 2009. Researchers there bought 20 products and found illegal synthetic cannabinoids in 17 of them. They also found two new synthetic cannabinoids that weren’t even mentioned in the law. We have no idea what these chemicals do to people, but, obviously, prohibition doesn’t work. A legal source of cannabis, with its 5,000-year history of safety, would sure help this situation.
